Abstract

Does decentralizing the allocation of public resources reduce rent-seeking and improve equity? This paper studies a governance reform in Pakistan's vast Indus Basin irrigation system. Using canal discharge measurements across all of Punjab province, the analysis finds that water theft increased on channels taken over by local farmer organizations compared with channels that remained bureaucratically managed, leading to substantial wealth redistribution. The increase in water theft was greater along channels with larger landowners situated upstream. These findings are consistent with a model in which decentralization accentuates the political power of local elites by shifting the arena in which water rights are contested.

Many countries are showing renewed interest in the different ways of accessing natural resources with a view to the eventual introduction of land tenure reforms, in the context of food security, worldwide poverty alleviation, environmental protection or quality of life. This English version constitutes the third volume of a linguistic polyptych, starting with the French and Spanish versions. The book covers the socio-cultural differences in the field of land tenure of the different linguistic contexts in which they are found.

Abstract

This pamphlet makes use of the most recent revisionist literature to reassess the view, much propagated by nationalist sources, that Ireland was a land of impoverished peasants oppressed by English laws and absentee English landlords. The land question has always been closely linked to the development of Irish national consciousness, and greatly exercised the minds of English politicians in the latter part of the nineteenth century. The author examines the nature of English understanding of Irish problems, which was often limited or ignorant, and attributes to it much of the unsound and in

Abstract

Traditional accounts of early modern Ireland have traced the seemingly inevitable decline of the Catholic landed interest following the Cromwellian and Williamite wars of the seventeenth century, portraying the Irish Catholic community as leaderless and politically moribund in the decades after the surrender of Limerick in 1691. This book demonstrates, however, that the picture was considerably more complex. By taking advantage of the upheavals in Irish landownership of the 1650s, many Catholics not only survived, but thrived. Having emerged as leaders of the Irish Catholic interest during the 1680s, these landowners refused to go into exile following the surrender of the Jacobites. They do not fit neatly into the archetype of the dispossessed and discontented Irish Catholic, offering instead an alternative perspective on Irish Jacobitism. Using the career of Colonel John Browne of Westport House as a focal point, this book casts new light on a wide range of subjects, including Catholic opposition to the repeal of the Restoration land settlement, the Irish Jacobite civil and military administration, estate management in late seventeenth-century Ireland, and the creation of lobbying networks in Dublin and London by Irish Catholics. The book also provides a detailed examination of the Williamite peace settlement in Ireland, and highlights the deeply interconnected nature of Irish society in the late seventeenth century.
